Further, candidates must enter the examination hall with 
their faces uncovered so their identity can be verified, 
and with their ears uncovered so it can be verified 
that they are not wearing electronic communication 
devices. Applicants who do not agree to this will not 
be admitted to the examination hall. Moreover, from 
the moment of entering the examination hall until the 
end of the examination and leaving the hall, they must 
remain with their faces and ears uncovered.
6.0	 The Commissioner General of Examinations will issue 
examination admission cards online only to applicants 
who have submitted accurately completed applications 
on or before the closing date, based on the presumption 
that only those possessing the qualifications specified 
in the Gazette notification have applied.
	
As soon as the examination admission cards are issued, 
the Department of Examinations, Sri Lanka, will notify 
applicants via a web notice/SMS. Any candidate who 
has not received their admission card must inquire 
from the Institutional Examinations Organization 
Branch of the Department of Examinations, Sri Lanka, 
as specified in the web notice. When making such an 
inquiry, it will be most effective to send an inquiry 
letter, accurately stating the name of the examination 
applied for, the full name of the applicant, the National 
Identity Card number, and the address, to the e-mail 
address mentioned in the web notice. When an inquiring 
is made, it will be useful to keep a photocopy of the 
completed application form to verify any information 
requested by the Department of Examinations. The 
admission card must be checked, and if there are 
amendments, the Department of Examinations must 
be contacted well in advance to make the relevant 
corrections according to the application. Requests for 
amendments made at the examination hall will not be 
considered.
7.0	 The issuance of an examination admission card to a 
candidate shall not be considered an acceptance that he 
or she is eligible to sit for the exam or has completed 
the relevant Efficiency Bar requirement.
8.0	 The applicant's signature on the examination admission 
card must be attested by the Zonal Director of 
Education or an Officer authorized by him. Candidates 
will not be permitted to sit for the examination without 
such an admission card.
9.0	
Candidates must appear for the examination at the 
examination center assigned to them. 
10.0	 Duty leave must be granted by the Heads of 
Departments as necessary to enable officers holding 
admission cards issued by the Commissioner General 
of Examinations to appear for the examination. 
Traveling expenses will not be paid.
11.0	 The examination will be conducted in the Sinhala, 
Tamil, and English medium only. Among these, a 
candidate may sit for the examination in the language 
medium relevant to their appointment or in an official 
language, and all question papers must be answered 
in the same medium. Subsequent changes to the 
mediumapplied for, will not be permitted.
12.0	 The Efficiency Bar Examination III must be completed 
before the lapse of four (04) years from promotion to 
Class 2, Grade I of the aforementioned services. In 
addition to those Officers, teachers who have been 
promoted to Grade 2-I for more than 4 years however, 
yet to be received the Grade I promotions after 
30.06.2025 must also complete the Efficiency Bar III 
test requirement to receive promotions to Grade I.
13.0	 EXAMINATION PROCEDURE:
13.1	 Question Structure
	
The questions will be prepared based on the 
syllabus related to the self-study modules 
indicated in Section 13.2 below, published by the 
Ministry in charge of the subject of Education on 
the official website "e-thaksalawa". The written 
examination for this Efficiency Bar will cover 
all the relevant modules as follows:

Note 1: Subject Knowledge Paper I will be 
issued as Paper I, consisting of 40 multiple-
choice questions. Subject Knowledge Paper II 
will be issued as Paper II, consisting of 04 semi-
structured questions. All questions contained in 
both papers must be answered.
