the Public Service, the terms and conditions set out 
in the Minute of Sri Lanka Administrative Service 
published in the Gazette Extraordinary of the 
Democratic Socialist Republic of Sri Lanka No: 
1842/2 dated 23.12.2013 and any amendments 
made or to be made to the Minute hereinafter, 
the provisions of the Establishments Code and 
Financial Regulations and the Procedural Rules 
of the Public Service Commission published in 
the Gazette Extraordinary of the Democratic 
Socialist Republic of Sri Lanka No.2310/29 
dated 14.12.2022.
4.2	 This post is permanent and pensionable. The 
officer must contribute to the Widows’ and 
Orphans’ 
Pension 
Scheme/Widowers’ 
and 
Orphans’ pension scheme.
4.3	 The appointment is subject to an Acting Period 
of one year. The officer must pass the First 
Efficiency Bar Examination within 03 years from 
the date of recruitment to Grade III of the Sri 
Lanka Administrative Service as stipulated in the 
service minute.
4.4 Proficiency in the official language must be acquired 
before the lapse of three (03) years of joining the 
service as per Public Administration Circular 
18/2020 dated 16.10.2020 and consequent 
circulars. 
4.5 The Public Service Commission reserves the power 
to cancel the appointment of any candidate, who 
fails to assume duties of the post to which they 
have been appointed on the due date and/or 
refuses to assume duties in a post or area to which 
they have been appointed, as per the order of the 
Public Service Commission. 
05.	 Monthly Salary Scale:
The Monthly Salary Scale applicable to this post as per 
the provisions of Public Administration Circular No. 
10/2025 dated 25.03.2025 is Rs. 82,150-10x2,400-
8x2,940-17x3,900 -195,970/- ( SL-1-2025). In addition 
to that, you will also be entitled to other allowances 
paid to public Officers by the Government from time 
to time.
06.	 Eligibility for Recruitment 
(a)	 (i) 	 Shall be a citizen of Sri Lanka
	
(ii) 	 Shall be of excellent character
	
(iii)	 Shall be of an excellent moral character and 
physical fitness to serve at any part of the 
Island
(b)	 Educational Qualifications and Experience 
(i)	 Shall have obtained a degree from a foreign 
or State university recognized by the 
University Grants Commission.  
      Or
	
Shall have obtained a degree from a university 
established by an Act of Parliament.
	
 Or 
	
Shall have obtained a degree recognized 
under Section 25A of the University Act, 
No.16 of 1978. 
     and
	
Shall be an officer in the Public Service or 
a Provincial Public Service in a permanent 
and pensionable service/post receiving a 
salary under Salary Code MN-2-2025 or a 
higher MN Salary Code or under Salary Code 
SL-1-2025 stipulated in Public Administration 
Circular No. 10/2025 who has completed a 
minimum active and satisfactory period of 
service of five (05) years in any service/post
Or
	
(ii)	 Shall be an officer in the Public service or a 
Provincial Public Service in a permanent and 
pensionable service/post receiving a salary 
under Salary Code MN-2-2025 or a higher 
MN Salary Code or under Salary Code 
SL-1-2016 stipulated in Public Administration 
Circular No. 10/2025 who has completed a 
minimum active and satisfactory period of 
service of ten (10) years in any service/post
Note: 
1.	
The effective date of the degree 
must be a date on or before the 
date on which qualifications are 
satisfied.
2.	
The total of continuous periods 
of service in the public service 
and/or provincial public service 
is considered when calculating 
the above-mentioned period of 
service.
